Minutes of EARN Executive Committee Meeting, 20 May 1987, Nice

The main purpose of this meeting was the preparation of the EARN Board of Directors meeting on the following two days.

I. MINUTES OF LAST MEETING AND MATTERS ARISING

The minutes of the last EARN EXEC meeting were approved and will be circulated to the EARN BOD.

Michael Hebgen described the situation in Germany where the German PTT is going to introduce volume dependent tariffs on the international EARN links. Dennis Jennings as the EARN president will write a letter to the German PTT minister saying that if the German PTT insists on volume charging EARN is forced to refuse. With a copy of this letter Michael Hebgen will do related and coordinated actions.

II. EARN MANAGEMENT AND SUPPORT 1987/88

Dennis Jennings reports on the negotiation with IBM Europe and the compromise of 2 positions

There are still some budgetary and funding issues to be cleared and resolved.

III. EARN FUNDING 1988

Stefano Trumpy, Dennis Jennings, David Lord and Michael Hebgen described the position of their countries. After some discussion the EARN EXEC agreed to try to get as much agreement as possible with the EARN BOD.

The items on associate membership fee and other funding shall be put on the next EARN EXEC agenda.

IV. MIGRATION STRATEGY

Paul Bryant presented his document PB351 and described the La Gaude meeting together with Michael Hebgen and the discussion on hardware and software X.25 switches and on gateways to national networks.

The EARN EXEC agreed on the overall strategy and will ask the EARN BOD to give the EXEC the power to setup operational steps if we can find funding.

V. EARN87

Joe Chester investigated the latest status

There is an offer and a clear conception for a meeting in May 1988 from Turkey. At the next EARN BOD meeting all interested installations will be invited to make offers.

VI. DEVELOPMENT PLAN

Dennis Jennings described a combination of funding, migration and management issues together with press activities which will be required and proposed to the EARN BOD at the coming meeting.

VIII. NEXT MEETING

Joe Chester will ask all the EARN EXEC members for their diary and try to fix dates for the EARN EXEC meetings in 1987.
